At some point in the late 90’s the Port Authority hired a music developer (maybe Milwaukee strings?) to develop songs for them to use as back-round noise for the WTC, and LGA airport.

it sounds like guitar to me. I think that semi hollow and hollow body electric guitars are popular for smooth jazz guitar. jazz guitar picks are also heavy which produce a sharp "attack" sound when a string is plucked. I just came across this subject of preserving the plaza music and it's very interesting!
is it also possible that there was Piano also in the actual version?...it kinda sounds like it at some points but then at other points it sounds like Guitar, very odd
@@WorldTradeCenterMuzakCommunity as an aside if it helps, its most certain that all the songs that played in the Plaza were on a 1977 or 1978 Dated compilation as all the known songs so far are from 1977 (She's always a woman and How Deep is your love)

I do not personally hear a piano, but perhaps the backing track is piano, like the chords.
I do hear a jazz guitar though I believe.
