Acting like this, simulating no emotions, no voice inflection, no gestures or facial reactions is terribly difficult. Really great actors.

To act so deadpan and subdued, while at the same time radiating such malice and menace...Captain Windmark was such an interesting and fun character to watch.
Observers are humans that were created in 2167. Scientists in Oslo, Norway, were experimenting with the human brain in that year. They discovered that they could remove areas of the brain that stimulated aggression and other negative emotions and replace them with rational thought. However, over time, areas of good emotions, like love, were removed as well in favor of higher intelligence. Over the course of many years, Observers populated the Earth. ("The Boy Must Live")
Observers were grown in tanks using the DNA of designated donors, causing no need for females. Progenies were grown at accelerated rates. However, every so often, progenies would become mutated. These anomalies had their aging process halted and were scheduled for extermination. ("The Boy Must Live")
By the year 2609, the Observers had ruined the planet. To rectify this, a plan was put into place that involved going back in time and taking the planet from modern-day humans.
The Observers in the year 2609 sent a team of 12 scientists, code-named after each month, to study their beginnings and observe primitive humanity. ("The Boy Must Live") Originally, the Observers had evolved from a probable future stemming from the alternate universe. After September's intervention on the night Walternate was about to discover the cure for Peter, September had to take action to ensure that events played out as they were intended so that the future where the Observers originate from still took place. This caused a chain of events that would destroy both universes, and so Walter in the year 2021 created a machine known as the Vacuum that would unify both universes and rectify the mistake he had made in 1985. He then sent this through a wormhole into the past before the two universes diverged into separate futures, which would culminate into the timeline that begins season 1. ("The End of All Things") ("The Day We Died")
During the Observer's expedition to study history, their proximity with primitive humans caused emotional development. While all 12 of them experienced this, they made an agreement to never speak of it to their colleagues in the future. However, September's unique involvement caused him to experience additional emotional development, leading him to retrieve his biological descendant from the future and hide him in the past in order to save him from termination. ("An Enemy of Fate")

I remember an episode where they have installed machines to solely pollute the air, it doesn't make sense that they invaded the past just because THEY had ruined the planet. How would it turn differently this time (have they only recently in the 27th century developed clean technology?), it's not like the Earth had already been ruined by the time they were created in 2167 to say they couldn't do anything, they didn't have a choice, it is said that THEY ruined it, which also doesn't make sense since beings of pure logic would have taken into account the destruction of their habitat (humans don't). It seems that Walter was wrong, humans must have destroyed the planet and the observers came in too late to be able to reverse the situation.

It’s subtle, but the superior Observer said they had a 99.9999% chance of success, while the boy had a 0.0001% chance of survival. Thus, the child was the one in a million chance that brought them low.

But hey what would an anomaly an anomaly literally named Mastro=Master. How they don't know where they come from & why certain or a person cannot be erased is well, yeah of course they cannot realize what came before them hence their aforementioned conundrum. 1. Observers are from the future of the alternate universe
2. there are some quantum thing between the two universes.
3. After the machine is turned off, the two universes start to separate and they become completely separated in 2015. those quantum thing are gone.
so the observers can only invade our universe in 2015
where all of their actions will not disturb the alternate universe.
I hope these can explain why " we chose this time for a reason"
