I don’t understand. I got rejected by tiktok over 30 days ago and they said thanks for applying were unable to accept your application at this time. And then I wait a month and I just went to reapply right now and tiktok tells me the exact same message immediately after I reapplied what do I do!?

You're going to want to do this in your 'live' settings. In order to receive donations for going live, you have to have a PayPal account linked to your profile. Hope that helps! Also, search TikTok's help section for a tutorial from the platform.
