Hi Cian. If it was mine I'd use jb weld the 2 pieces and bolt right through to the hitch with 10.9 bolts. I'd also get a piece of inch flat bar and weld the bar across 2 bolt heads so if the nuts were ever to loosen they could be tightened.

There is only one way of finding out if it will work. You will have to go ahead with it. Heavy loads on bumpy roads at speed will test it.
