I just wish there was a mod where you can break shields and batons even when your not batman

I think that's actually possible, there are mods that adds takedowns from other characters to another, I think the problem is the shortcut assignment, since for example as Nightwing X+Y is assigned for his Escrima Special Combo
Bringing Disarm and Destroy would probably replace it, maybe an unused shortcut like A+B, no idea how to do that though, we would need someone with modding knowledge
