If this is in order, I think hyogoro should be above the Akazaya Nine with the exception of Dogstorm and Catviper whom im glad got the respect they deserve on this list as top 10, but Hyogoro knows how to fight with Ryou which is proven to be ridiculously powerful. Garp should also be above Shanks as he was veered as a direct equal to Roger (who should be #1), unless you believe Shanks to be stronger than Roger ig. Otherwise nice list, very cool call back to some forgotten characters!
