Depending on the long forecast (if the Fall is planning to be warm) - late August-September. The critical period is first half of October. After that - late October - late February - this is a suicidal period when you basically don't see sun and even daylight. Comparation with Disneyland sounds a little bit silly, at least for Russians. Because it's a cultural and historical issue, not entertainment.
I was thinking the same it sounds like insulting. But knowing poppy I know she didn’t mean in that way.
For me it sounds more like a compliment and don't hurt my russian gentle soul at all.
Most likely, she meant that Moscow's buildings look like something out of a fairy tale. Not in the sense of fun. IMHO
