Yes, the Super Mutagen did indeed mutate those Mousers. It can do that because it’s *SUPER* mutagen. Even Donnie knew that mutagen shouldnt have such a strong effect on inorganic matter (if you’re playing as him when you defeat Baxter), but Leo and Raph also know it can’t mean anything good. Very unfortunate for the Turtles that the bad guys got their hands on it.
