Heatwave (Mick Rory) : A Thief who are similar with Captain Cold use a Gun that was an opposite to Cold's Gun. His gun can shoot a High-heat flame to burn everything. 6. Captain Boomerang (George Harkness) : A Criminal who was an expert of Boomerangs and use it as his main weapon. 7. The Thinker (Clifford DeVoe) : A Criminal who use a thinking hat that can help him conjure up and perform his criminal activity. 8. The Shade : A Villain who has a Special cane that allow him to manipulate Darkness. 9. Mirror Master (Samuel Scudder) : A Criminal who use a Hologram projecting Mirrors in his crime which allow him to traverse into a mirror-like dimension. 10. Pied Piper (Hartley Rathaway) : A Deaf man who was cured by his rich Parents and obsessed with Music and Sound related. He use a Sound Weapon on his Crime. 11. Bloodwork (Ramsey Rosso) : A Doctor who become a Hemophilliac metahuman and able to control his blood and transform his own body. 12. Rainbow Raider (Roy G. Bivolo) : A Blinded Painter who receive a Goggel that can pronect color based on his emotions. He then become a Painting thief. 13. Abra Kadabra : A Magician from 64th Century who was expelled from his year for his Crime. He use his Technology to perform his "magic". 14. Golden Glider (Lisa Snart) : Captain Cold's sister who use Ice Skates that made ice. 15. Trickster (James Montgomery Jesse) : A Circus performer who use an invented Trapeze Shoes allowing him to walk in the Air. 16. Weather Wizard (Mark Mardon) : A Criminal who use a Magic Wand to Manipulate the weather conditions. 17. The Top (Roscoe Dillon) : A Criminal who used Top-themed Weapon in his Crime which allow him to spin at great sped that also increase his intelligenec and allowing him to dodge Bullet. 18. The Rag Doll (Peter Merkel) : A Triple Jointed Criminal dressed on a Rag Doll costume which allow him to rob stores. 19. Godspeed (August Heart) : A former detective, he became a Speedster Vigilante when his brother was murdered, which drove him to abandon his philosophy and murder the Criminals. 20. Savitar : A former Pilot who got strucked by the Lightning which make him more faster. He create a cult dedicated for Speedster. 21. Cicada (David Hersch) : A Man who killed hiw own wife got strucked by a Lightning, giving him the power over lightning and vision which drove him to make a cult and find a way to ressurect his wife.
