Takagarawa Onsen is the largest outdoor pool in Japan Located about 2.5 hours from Tokyo. With its babbling brook and stunning mountain scenery, It is a popular tourist destination and is the biggest and most popular onsen in Japan. A perfect place to relax.

I think it's for guests only. But even if not, it's kind of in such a remote area, spending at least one night there would make the most sense.
