You need compression socks, the tight nylon socks people use for travel and circulation problems. They go up to your knee. Runners use them too for marathons. They will really help your blood flow which is why your feet are so cold. You should not wear them to bed but they will help during the day. I have seen them at Ross but they are not easy to find, you might need to go to a medical supply store. They will help prevent swelling too when you walk. You can also get support pantyhose which will help too and these things are easy to hand wash and dry. You will be so much warmer if you can get these things. Praying for you to get off the streets. 😍

If you have access to any kind of heater before you go to bed heat up some rocks, wrap them in a towel or blanket and place them at the foot of your bed when you lay down, it will heat up the bedding faster then your body heat will.
You may have an underlying/undiagnosed, circulatory (blood), condition, Summer(?) Maybe consider taking (1) 325mg aspirin daily (with snack/food), OR (2), minced garlic cloves daily, in a meal or salad and see if either of those remedies help(?). ;) Also, dry socks and closed-toed shoes are imperative, when you're outside in the cold and/or, rain, sister. Imho, wearing a dry cap/hat, dry gloves & dry socks, will help your body to stay warm. Body looses heat from head, hands & feet. After 12 years (of taking (1)- 325mg enteric coated asprin daily((it began to cause me a stomach lining issue)), I now consume ((minimum)), (2)-fresh, minced garlic cloves daily.;) It's working wonderfully (and naturally), for me and I don't suffer with cold hands & feet anymore, either. ;) 🙏 🙏 🙏
An old trick is wrapping your feet up wiewspaper and ten put on the soxt and the shoes. Same goes for the body itself, aybe your chest, stomack or back, in order to retain and recorculate the body heat. Herb tea with Ghee is also a good warmer.

If you can get your hands on a YETI thermos (once in a great while, Thrift Shops or Goodwill will have them), hot water will last for several hours in a nice thermos like a YETI one. Then, ask one of the Baristas at Starbucks to pour plain hot water into the thermos/YETI and you can use it to heat a couple of (collapsible) hot water bottle(s) for your feet whenever they're cold or sore. BUT, please be VERY CAREFUL pouring the hot water and don't let anybody know what's in the thermos.

Just my experience, Saige. This may not relate to your foot problems. Now 66, I've had horrific pain in my feet for 30 years, and cold temps accentuate it. Plantar fasciitis I was told. Various treatments had no effect. The pain was so horrible I'd shift weight-bearing from one side to the other standing and even turn my left foot on its side driving. I still have it decades later. I buy relatively cheap Aviva's and put $6 gel inserts in both. It sure helps. In cooler months I have a 2nd comforter I place at my feet in bed. Cold is the enemy. Everytime I stand after sitting or sleeping it's agony--those heal tendons complain loudly. This may not be your problem but it sure sounds familiar. Heat helps tremendously. Flip flops the worst thing for plantar fasciitus.
I had Plantar Fasciitis for about two years - I sympathize with you - it was so painful to walk - and tried numerous suggestions to no avail. When I started taking Vitamin D3 because my doctor took a blood test diagnosing me with a severe Vitamin D3 deficiency - a lot of good health benefits came from taking the Vitamin D3 supplements - one of them was I NEVER had Plantar Fasciitis again! This has been over several years now and never appeared again. Research yourself about taking a Vitamin D3 supplement - but not in a multi-vitamin - take as a separate supplement - one multi-vitamin pill is not going to give your body the right dosage it needs, especially if you are deficient - and a lot of people are very deficient in Vitamin D3. UA-cam channel, Dr. Berg has great information on Plantar Fasciitis and Vitamin D3 supplements. I, personally, take 15,000 IU's of Vitamin D3 daily, (1) Magnesium Malate 425 mg X 2 times a day, and (1) Vitamin K2/MK-7 90 mcg daily. I hope this information helps you in eliminating YOUR Plantar Fasciitis problem. 😊💖
As a Floridian, I have to say rain when the temperature are in the 50s, looks absolutely horrifying. I like a nice summer rain if there's not lightening, but temperatures below 60°, are colder than I'm comfortable with. I start freezing - lol. Years ago, I was told by a doctor that I need vitamin B to help with my circulation. Mainly B-3, B-6, and B-12, but you should be able to get one B supplement that has all in 1. It does help. I still get to a point where I occasionally stop taking them, and I begin noticing when my lower legs/feet are lacking B, so I start taking it again. When it comes to wet shoes, if you can get newspaper, wad it an force it in the shoes. After a few hours, replace the wet newspaper with dry, and your shoes will be _almost_ completely dry in about 8-10 hours. Even if they're soaked, this will work. Also, if you have any stores where everything is a $1, they might have some disposable hand warmers. I realize funds are not easy to come by, but if you was able to get a few hand warmers, at least for days when your feet are wet and extra cold, they could come in handy. One other thing. I seen that California has been setting up tiny home communities for homeless people. I'm not sure where they are, but it sounded like they have been, and they are continuing to pop up in a lot of cities and communities. I'm also not sure how they work, but it might be worth looking into. You're in our thoughts and prayers. ✌️
I hope you'll find some good wool socks and for the night best would be a down sleeping bag, or just for your feet a down jacket that you can place over them. It does wonders!
