It wasnt a mistake. EAC soldiers were notorious for simply standing by when Rwandan forces & rebels attacked villages & committed all sorts of atrocities against civilians. They were alao accused by locals in many villages of collaboration wjth the rebels & coordinating their withdrawals as rebels are advan ing & plundering villages. Furthermore, the EAC forces were also a cused of widespread rape, child prostitution & minerals smuggling. The EAC deployment was a complete disaster!

They came also to do business with rwanda sharing the minerals of the regions under control of rwanda.
