How to Review MTC or MTR

Viewers no one, even a Metallurgist, can confirm the Properties of any Material by just having a look on that. In order to confirm the Properties of the Material we have to go through an exercise that is called Review of MTC (Mill Test Certificate or MTR Mill Test Report).
Now to perform this Reviewing Exercise it is necessary to become familiar with the MTC.
Viewers MTC is a Document that is generated by the Product Manufacturers or Steel Mills for its Purchasers. This document Declares Specific Information in accordance with the sole or the combination of forth coming Documents
1. Product Specification Like SA 516 Grade 70
2. Supplementary Requirements by the Construction Code.
3. Ordering Information or Purchase Order and lastly
4. Quality Control System of the Product Manufacturer or Steel Mill
Viewers Some of these Specific Information are highlighted here
1. Name of Manufacturer like ABC Steel Mill
2. Type of MTC. Please see Details of BS EN 10204 on Internet or other source of information.
3. Material Specification of the Product Like ASTM or SA 106 Grade B with Year & Date
4. Size & Thickness of the Product
5. Lot / Heat Number of the Product
6. Chemical Test Results of the Product or the Chemical Composition of the Product
7. Mechanical Test Results of the Product
8. Supplementary Requirements by the Construction Code. Viewers please do not mix the Requirements of Manufacturing Code & Construction Code together. SA 516 Grade 70 is a Manufacturing Code of Plate whereas ASME VIII is a Construction Code for Vessel Fabrication similarly SA 106 Grade B is Manufacturing Code for Pipe & ASME B31.3 is one of the Construction Codes for Piping Fabrication
9. Heat Treatment in Detail
10. Elongation in Detail
11. V-Notch Toughness Test in Detail and Lastly
12. Validation of the Product by the Product Manufacturer’s Authorized Inspector in accordance with the Type of MTC. Viewers please do not forget to study BS EN 10204 for different Types of MTCs & their Validation.
Now come to the Point that is How to Review the MTC.
Viewers please keep in your mind that Reviewing Process becomes to completion when some Prerequisites are met. Purchase Order or Other Ordering Info & the Latest Version of Product Specification are the Prerequisites that should be available with you while reviewing the given MTC.
Viewers during the Review of MTC you will have to ensure
1. Reflection of Ordering Information in Purchase Order from MTC
2. Type of MTC
3. Product Specification written on the MTC
4. Size & Thickness of the Product
5. Acceptable Comparison of Chemical & Mechanical Tests Results of MTC & Product Specification
6. Test Values are not Edited or Altered
7. Traceability of Heat Number on the Product & on the MTC as well
8. Verification of Marking in compliant with Product Specification. Viewers this Verification of Marking is very Important Exercise. And Lastly
9. Signing Off the MTC by putting Signatures, Name, Designation, Date, Stamp & Product Specification with Year-Date against which the MTC is Reviewed.

Sorry my Dear, at the moment I don't have such training. I'll suggest if you want to deliver a training use this video along with physical traceability of heat number on a specific pipe or plate having original heat number and Material Specs.
