There are some situations called emergency (national emergency art. 352, state emergency/president rule art. 356 and financial emergency art. 360) these can be declared if the required conditions arises. These are declared by the president (obviously on the advice of council of ministers). In these situations powers are mostly in the hand of central government. So the president's power to declare emergency is the emergency power of the president.
Constitutionally president can withhold assent (except constitution amendment bill) for unlimited time as the time limit is not mentioned. But they don't do this, neither this is a very democratic step to withhold assent to a bill passed by representative of people. There is one example, when Zail Singh, the President of India from 1982 till 1987, exercised a pocket veto to prevent the Indian Post Office (Amendment) Bill from becoming law.
