You are misundertood about the historical background why police don't treat people harshly. In Gwangju, they were not policemen but army deployed by Mr.Jeon and it is not related with the weak police officers. In Korean system, policemen cannot arrest people to put them in jail at their own decision. Only prosecutor can decide to petition to the court to arrest them in jail and the court finally determine. Police can take them in custody only for several hours inside police office and should release them after that period if they cannot earn prosecutor's decision to move forward. Thus, actually, people are afraid to see the prosecutors, not police. However, prosecutors are so busy and do not serve for such a misdemeanor. So, most cases are dismissed unless they are violent criminal. However, in the USA, policeman can determine to send people to jail or not. Once they were sent to the jail, they have to pay for bail out. Who can send to Jail makes big difference to people. Other reason is Korean policeman are strictly desciplined in using weapons to control people. In the USA, the suspicious could carry gun and potentially and suddenly use it against policemen, and policemen are always ready to use gun to protect themselves. Both sides are open to use guns or weapons. It is very rare in Korea. propotionally reaction of policeman against the suspicious. Now, it is hard to change the law enforcement system because individual's voice and human right is more advocated in Korea than any democratic countries.

제 영어가 부족해서 검수완박에대해 한국어로 설명 드릴수밖에 없지만 말하자면 검수완박은 단순히 경찰에 권력을 배분한다기보다 특정 정치인과 과반수 의석수를 가진 당의 이해관계로인해 검찰의 권력을 무력화 시키는 악법이라는 의견이 많습니다

You can drop the “the”.

You can drop the article. I play guitar is just as correct as I play the guitar (Native English speaker).
