There can be performance based increment along with some minimum basic increment. Plus it should be bipolar i.e. junior should also give feedback about the seniors. And no grading should be given without any specific reason.

They want some good changes but those corrupt seniors misuse their power and are also too friendly to the like minded people. It will create divisions among government employees. Lower caste persons may get job because of reservation but their salary will not increase due to discrimination of higher caste dominated high level officials. it is obvious going to happen.

If the performance score will be in hand of your senior it will be a harrasment for juniors in many departments, seems to complicated for implementation in various different departments and ministries

After doing work for more than 4 years in a central government department, I can say few things 1. This government will destroy the craze for government job. 2. They are becoming anti-employee day by day. 3. Harrasment and undue work pressure is day to day issue. 4. This govt is significantly reducing permanent job, engaging contingent workers, contractual people more. 5. Irregular and unjust pressure on government employee to meet the never achievable alloted target. 6. Infrastructure of govt department is pathetic. 7. Increasing pressure of lower level employee. 8. Performance-based salary can be implemented for a certain percentage of salary. For example, 5% of the salary should be performance-based, and the rest, 95%, should be fixed. OR The increment employees get each year should be performance-based, For Example, if a person earns 60k in the current year and he/she would get a salary of 64k in the next year, then the increased amount i.e. 4k should be performance-based.
There is no criteria to deside performance in majority of post. 1. Same post with different posting can't be compare at all. 2. Officers are not taking risky decision owing to possibility of to fix responsibility of that officer at all. If performance base ....it will sure that officers do work with taking in mind about performance.....
I think the performance based system government should by some perameters like all the performance done by newly or an specific department which controls all officers ETR in surveillance of Home ministry or any minister by using all new techs of this generations we can go for this if government make a particular department or any special strict surveillance team then definitely it's a golden step of Indian government.

Govt implemented old pension in August..as unified pension... Don't spread rumours ... Employees will be jump to new scales in 7th commission only... Annual confidential report of every employee provided by each department to senior management already.
PBS should be impliment but not only based on ratings should be added with rating quality of work which done by employees.... If they implement performance based salary, then they should increase age limitations too. Because there are many people who are ready to work for government and serve country who are overaged.

@@djbiswal206 it's about performance based pay. Politicians get voted out based on performance. How are civil servants held accountable? Élections? Pay incentives? Firing for poor performance? Even disciplinary proceedings take atleast 14 months to complete and when CVC finally gives recommendation for action, it's not automatically implemented, but requires govt to sanction who can refuse. When you take décisions for society and also not effected based on performance, how are you a stakeholder in India's development?

How we'll evaluate the performance because when seniors evaluate they often act as aristocrats on their juniors;often punished for honesty ,there shouldn't be upper ceiling on salary so can government employees get motivated to perform well

After doing work for more than 4 years in a central government department, I can say few things
1. This government will destroy the craze for government job.
2. They are becoming anti-employee day by day.
3. Harrasment and undue work pressure is day to day issue.
4. This govt is significantly reducing permanent job, engaging contingent workers, contractual people more.
5. Irregular and unjust pressure on government employee to meet the never achievable alloted target.
6. Infrastructure of govt department is pathetic.
7. Increasing pressure of lower level employee.
8. They are in a mood to sell govt enterprises
As we know that today we also have the concept of performance audit. Which is more of a corrective and suggestive measure to curb corruption.

The increment employees get each year should be performance-based, For Example, if a person earns 60k in the current year and he/she would get a salary of 64k in the next year, then the increased amount i.e. 4k should be performance-based.
