There are scores of policies that exist since Nehru era that civil servants know are wrong like excessive focus on hospitalisation in schemes like PMJAY even as per NSSO surveys, only 5% of India's population needs hospitalisation EVER, making up just 15% of the total expenses which is against the spirit of Universal Health Coverage as given in National Health Policy 2017 . The Civil servants are already aware about it, nobody wants to do anything about it because nobody is incentivised to correct their mistakes, nobody's punished based on their performance.

      Politicians give exams every 5 years. So if they are not doing as per your expectations then change them.
      And Forget about judges thanks to our dumb constitution makers. There are loopholes in the constitution so we can't do anything to Judges until they want.

      @@max-cs9ko bhai sahab what I mean to say is politicians , much like anyone else have narrow horizon of knowledge. They are dependent on advice . The closest in proximity are the civil servants in the Ministries. Yahan civil servants khel jaate hain. Policies are made, they go wrong and they remain uncorrected because civil servants are not adversely effected by their outcomes. They also stop the system from becoming much more open like lateral entry(for new advisors on joint secretary positions) or RTI etc. yeh kehna tha

    how to test MLA MP performance?? do we have a process to evaluate their performance Every year?? What they promised in OFFICIAL MENIFESTO and how much they did??? To have court case against them if they do not fulfil it?? To cut salary of MLA and MP if they fail in performing their duty of respective department??? What to do if they don't come to lok sabha ,,rajya sabha regularly???

      There are 2 best solutions according to me
      1. Supreme court should intervene and make guidelines by judicial activism
      2. Creation of Indian political service which Is an old concept which will focus of ethics and moral values
      Along with a few percentage reservation to local leaders(in higher levels)
      And full representation of local leaders in local bodies..

      @@DevanshMehra.49 People's representatives undergo scrutiny of public every 5 years in election. What accountability do govt servants like IAS undergo for performance? Firing based on low performance? Pay incentives? élections? Even disciplinary proceedings take atleast 1 year, even if CVC recommends action, doesn't mean the govt sanctions. When you are not effected for your performance which effects so many ppl how are you a stakeholder in India's development? From US, UK, Aus, Singapore down to Bhutan have performance pay incentives

      @@DevanshMehra.49 And btw SC's judicial activism is more now a safety valve. Look at Doctor's agitations nationally, the SC made only chit-chat that they "assure" doctor's safety but made no recommendations to the govt, examined none of the poor conditions that doctors are working in.

    There can be performance based increment along with some minimum basic increment. Plus it should be bipolar i.e. junior should also give feedback about the seniors. And no grading should be given without any specific reason.

      @@Madic7218 I had already seen such a situations where the honest people have to become slave of the higher position people. They want some good changes but those corrupt seniors misuse their power and are also too friendly to the like minded people. If in that situation a performance based index is implemented then It will further increase the power to do what ever they want and promote their friends and like minded people and also violence against women at work place for promotion.
      It may be implemented in other countries but in India the situation is not yet created where the education system itself is not completely well defined

      We are already electing and throwing electoral reps out already in the elections. How are we testing the govt servants' performance? Élections? Pay incentives? Firing policy based on performance? Even disciplinary proceedings take 14 months to complete at least. When your career or wealth fortunes are not effected by your performance, how come are you a stakeholder in India's development? UK, USA, singapore etc. and even Bhutan has pay incentives.

Even disciplinary proceedings take atleast 14 months to complete and when CVC finally gives recommendation for action, it's not automatically implemented, but requires govt to sanction who can refuse. When you take décisions for society and also not effected based on performance, how are you a stakeholder in India's development?

    It will create divisions among government employees. Lower caste persons may get job because of reservation but their salary will not increase due to discrimination of higher caste dominated high level officials. it is obvious going to happen.

    But there are many other aspects we should tackle first
    How we'll evaluate the performance because when seniors evaluate they often act as aristocrats on their juniors;often punished for honesty ,there shouldn't be upper ceiling on salary so can government employees get motivated to perform well

    After doing work for more than 4 years in a central government department, I can say few things
    1. This government will destroy the craze for government job.
    2. They are becoming anti-employee day by day.
    3. Harrasment and undue work pressure is day to day issue.
    4. This govt is significantly reducing permanent job, engaging contingent workers, contractual people more.
    5. Irregular and unjust pressure on government employee to meet the never achievable alloted target.
    6. Infrastructure of govt department is pathetic.
    7. Increasing pressure of lower level employee.
    8. They are in a mood to sell govt enterprises

    Performance-based salary can be implemented for a certain percentage of salary. For example, 5% of the salary should be performance-based, and the rest, 95%, should be fixed.
    OR
    The increment employees get each year should be performance-based, For Example, if a person earns 60k in the current year and he/she would get a salary of 64k in the next year, then the increased amount i.e. 4k should be performance-based.

    There is no criteria to deside performance in majority of post.
    1. Same post with different posting can't be compare at all.
    2. Officers are not taking risky decision owing to possibility of to fix responsibility of that officer at all. If performance base ....it will sure that officers do work with taking in mind about performance.....

    I think the performance based system government should by some perameters like all the performance done by newly or an specific department which controls all officers ETR in surveillance of Home ministry or any minister by using all new techs of this generations we can go for this if government make a particular department or any special strict surveillance team then definitely it's a golden step of Indian government.

      Aren't we electing and throwing them out already in the elections? How are we testing the govt servants' performance? Élections? Pay incentives? Firing policy based on performance? Even disciplinary proceedings take 14 months to complete at least. When your career or wealth fortunes are not effected by your performance, how come are you a stakeholder in India's development? And btw even a country like Bhutan has pay incentives

    How the standard of performance is calculated ?, as well as there is opportunity to get more benefits and salaries to those people who are the favourite ones of higher officials than those who do the job properly just like happening in some corporate or private sectors , which can eventually lead to corruption and affect morality of good employees.
