Under the rules of the Global Postal Union, more or less, a developing country sending postal goods to a developed country does not pay the full rate for the handling of mailed goods within the destination country. For example, Temu sends vast numbers of little parcels to consumers in USA but the postal handling within USA is not charged to Temu at the full rate for internal US mail. In short, Temu is subsidised. So the shipping isn't free to Temu, but it is cheap enough to give them an unfair advantage over companies like Amazon and many others.
They want to be ranked as a world power but they still want charity to prop up their trade wars.

Taiwan was a fairly nasty dictatorship until outside pressure encouraged them to give their democratic forms teeth; it's less than clear that a government ruling all mainland China could have held together through something like that. Or would even have risked it.
