ARCHIVE: Remnants of Hurricane Frances flood Rochester area (9/9/04)

The remnants of Hurricane Frances flooded parts of the Rochester area early Thursday, Sept. 9, 2004, on what was the first or second day of school for many local students. Communities in western Monroe County, including Hilton, Spencerport and Brockport, were among those hit hardest. The storm even flooded the Hilton Fire Department, eventually leading to its relocation.
