One of my favorite features of TF2 is the Strange Counters. There are special versions of most weapons with a counter which tracks your lifetime achievements with that weapon(usually kills) and changes the name as that number goes up. I will never forget the day I ran into a Sniper with what was quite literally called a SERVER CLEARING SNIPER RIFLE. At one point 4 scouts, a close quarters class, cornered him in a small room. I was first in the door and died INSTANTLY to a headshot. He proceeded to murder the other 3 with ease. Some people are just too good at that game.

When Quebec said he was the worst Spy main... that is hardly a downplaying of his skills. Even a halfway decent Spy could make short work of a team filled with people unfamiliar to anti-Spy meta which as you can see here, will be _drilled into your subconscious_ after being on a receiving end of endless backstabs. Biggest tells of Spies are the hitbox blocking you from running past a 'teammate', the decloaking sounds and visuals, lack of gunfire from 'teammates', and generally suspicious activities of 'teammates' running about in places and directions they should not be. When a normal TF2 pub team realizes there's a Spy stacking backstabs through the roof, the response is usually twofold: 1) Everyone would be on high alert, means more awareness of their surroundings and teammates, putting their backs to walls and corners. Spy-checking is religiously enforced. 2) Someone will be pissed enough to main Pyro for the rest of the match. He will run around setting flames upon corners, teammates and any speck of air that looks funny. Doubly so if the team is pushing an objective. There are entire playlists and _channels_ back then dedicated to the art of Spycraft; down to the class' limits, usage of weapons/tools, map knowledge, combat exploits and literal acting classes on 'how not to be suspicious' as a disguised Spy. The Spy is often said to be the class with the highest learning curve in TF2, but those who take the time and Ls to learn how to cleverly run around as a Spy, they will most certainly become a living nightmare for the enemy team. The Spy can really play dastardly mind games with their reign of terror - and even if the enemy changes their entire strategy by employing two or three people to constantly hunt you down, the Spy still wins as that is lesser enemies focusing on the rest of your team's advance.
Quebec saying that he's not that good of a spy isn't actually that far off. Womble and the others were clearly new time players when they recorded this, so none of them knew how to properly counter a spy, which is why Quebec was able to kill them so easily. Most other players however know by instinct that you have to check for a spy whenever you see ANYONE on your team. If Quebec was going up against players that actually knew how to look out for spies, I guarantee you that he wouldn't have been nearly as effective as he was. But, that's spies whole thing. He thrives off players that aren't aware of their surroundings or don't know how he works. It's only when you get a few hours in do you start to understand how to check for spies.
