Lot of good info here. These guides are great at plainly saying things I've vaguely learned over time. Which is very useful at getting concepts to "click" that I wasn't quite fully getting. Also I'd recommend pivot smash desynch for setting up nana blizzards when you lack the space to do dash dance desynch.
I'd say hit the startup (e.g. hit ICs while they are trying to do the dash dance desync) or wait it out or you can obviously also whiff punish it (like just fsmash nana) but then popo might hit you before it comes out or whiff punish you. but that is a mixup worth playing

yeah what nicki said is good. marth can also short hop and use side b in the air to stall long enough to "float" above blizzard and punish it.
