19m cacao is cacao powder, after cacao beans are pressed for cacao oil what remains is cacao pulp which is ground and is sold as cacao but it is actually a byproduct of cacao oil making. Hot chocolate is a prepared mixture of sugar, cacao, some flavouring, may be bulking agent like some kind of flour, may be milk powder and you would add milk to both. But in Soviet Union we would boil milk with cacao powder and add sugar and you would get sweet cacao milk drink. It's all in the preparation of it but in Soviet Union cacao meant 1 ingredient cacao powder. And you would work with that to make anything you wanted, cacao milk, chocolate cake etc. It was an ingredient, one ingredient that worked both like hot chocolate and incredient for chocolate cakes, chocolate cookies etc etc any baked product, ever cacao sweet dairy butter, cacao whipped cream for cakes etc.

While white bread was made from wheat flour, black bread was made from rye flour.

Also, there was no abundance of food in the stores. The New Year's Eve was always preceded by an exhausting crush in long lines for scarce goods. The stores were untidy, with a minimal selection of products. Now the Russian authorities are romanticizing the Soviet period, trying to convince young people that it was a period of prosperity. In reality, it was little better than a North Korean concentration camp.
