There's currently no way to obtain the debug stick for now but i think you need to be in the OneBlockAtATime april fools update and have an enderman in the end to spawn with the debug stick but i dont know if they can spawn with one in their hands
The White Blocks don't have colors because they are used for multiple things, like having different tints based on biomes and block status and those colors get applied later in the game instead

6:40 there is actually an explanation for that. When 1.8 released, they removed a lot of illegal items from the game, such as lava and water blocks, portals, etc. And they were never added back ever since.
