Wow, this is what I call Impression Manament ...... I still don't understand why in cities like NYC, they use tiller trucks for ladders with a guy at the back, while in Europe they carry the samen ladders on trucks approx 2/3 or shorter of that lenght.
They respond to anything that the city of New York deems a collapse. Be it building, facade, or scaffolding. I believe they also respond to anything that is considered a major incident. Airplane crash, train derailment, that sorta thing. With a city like NY that is growing vertically, I'd say its a pretty well used unit.
I think that you need to remember that if NYC itself were a state it would be #12. All of that crammed into 360 more or less sq. miles. Do not compare to a city but rather a crowded city-state. It needs all of what it has and what it spends. Compare it to an entire state of the same size NJ or VA for instance and you will find far more budget waste and over-reaction.

MrRCGNL Tiller truck are very easy to drive. Even if it look kinda huge you can go to some very tight space.
