हाल ही में प्रधानमंत्री की अध्‍यक्षता में केंद्रीय मंत्रिमंडल ने एक नई समग्र योजना ‘प्रधानमंत्री अन्‍न्‍दाता आय संरक्षण अभियान’ (पीएम-आशा) को मंज़ूरी दे दी है। इस योजना का उद्देश्य किसानों को उनकी उपज के लिये उचित मूल्य दिलाना है, जिसकी घोषणा वर्ष 2018 केंद्रीय बजट में की गई है। अतः कथन 1 सही है।
बाज़ार में कृषि उपज का मूल्‍य एमएसपी से कम होने की स्थिति में राज्‍य और केन्‍द्र सरकार को ऐसा तरीका अपनाना चाहिये जिससे किसानों को एमएसपी सुनिश्चित कर दी जाए। इसे ध्‍यान में रखते हुए सरकार ने तीन उप-योजनाओं के साथ समग्र योजना पीएम-आशा को मंज़ूरी दी है। मूल्‍य समर्थन योजना (PSS), मूल्‍य न्‍यूनता भुगतान योजना (PDPS) और निजी खरीद एवं स्‍टॉकिस्‍ट पायलट योजना (PPSS) इन उप-योजनाओं में शामिल हैं। अतः कथन 2 सही है।
एमएसपी बढ़ाना पर्याप्‍त नहीं है और इससे भी अधिक महत्त्वपूर्ण यह है कि किसानों को घोषित एमएसपी का पूर्ण लाभ मिले। जब भी बाज़ार में कीमतें अधिसूचित एमएसपी से नीचे आ जाएंगी तो चयनित निजी एजेंसी PPSS से जुड़े दिशा-निर्देशों को ध्‍यान में रखते हुए पंजीकृत किसानों से अधिसूचित अवधि के दौरान अधिसूचित बाज़ारों में एमएसपी पर जिन्‍स की खरीदारी करेंगी। अतः कथन 3 सही है।
