You should be able to go to the body shop. There's a section called recipes where you can save, load, and download recipes. If you click download, you should be able to enter the codes there. The codes for the Luffys in this video are in the description, but you'll still need to fine the pieces that make up the costume yourself as the codes are only tied to body sliders.
You telling me you don't want want your Luffy in Booty shorts? I definitely didn't. There really aren't many options though no. The character creation is surprisingly limited in some places too. There's not really a lot of tattoo overlap allowed for whatever reason, which is crazy when you can make the absolutely most wild atrocious and looking avatars. I gotta' give um credit in one area. I did not think for a second they'd let you mentor under Dhalsim because of how awkward it would have been to program a custom character + clothes with that moveset, but by jove they did it.

To track down gear pieces myself, I just watched through some oyher dudes video where he was showing the locations of all the shops and what was in them. The scar location should be available by default for the torso one. But the one on the face I believe is technically face paint. There's a different location in the first two as opposed to the last luffy because I needed more face makeup slots. But the first two Luffy variants use the customizable face paint slot which eats up all your slots for whatever reason.

Dhalsim style. Chun Lee Rapid kicks for gattling kicks, E honda's rapid palm strikes to represent gatling punch. After that anything else that seemed to fit Luffy, mostly hard hitting moves with charge up. Marissa's Phalanx and level 1 super. E-honda charge motion dive attack toward the opponent, Guile's charge motion kick that raises from the ground. I will say in advance, these moves don't really work all that well together, especially with Dhalsim's style, it's more or lest just to get the Luffy cosplay right.
