Its subjective. A friend of mine completed his CS from a Tier 3 college here in Maharashtra. He was passionate about coding and building things. He worked with a startup back in 2005-06, then got thru in a senior position with Accenture, moved to the US in 2008. He then was offered a senior role as a Team lead with another company in the US. Today, he's working as a CTO with a Fintech firm in NY and ppl from institutions like IIT and MIT report to him.
End of the day, it all boils down to your willingness to learn things on your own and networking with the right kind of people in the industry. If my friend could achieve so much back in 2006-07 when social media and LinkedIn was not even active for networking much, I believe any tier2 and tier3 student today can achieve things far greater.

Di I am pursuing my 2nd year in bsc(h) in a biological field ( not cs, bca or maths) from University of Calcutta but from a local government college. Honestly, have lost interest in the course. some private collages are really good like mine i.e chitkara university if you are in top 100 in collage you can easily get 10lpa+ package , i got 12lpa package and 40k stipend during internship
