I'm still new to Nikke but for gacha games that was impossible because players have their own preferences. If devs decided for them most players won't be satisfied because they got their own wifu and this is the reason why the commander is a self-insert character.

So Rapi has a lot of competition. From what I've seen so far, If she wants to be #1, then she'll have to place herself deep in his heart more than all the other girls. To do this, she needs to spend more personal time with him rather than gatekeeping the guy from other nikkes... because that's not always gonna work, and some girls will not back down 😂
