im so glad you said that about new palettes and the shadows seeming not as pigmented at first.. i got a palette recently and at first use it was sooo disappointing, but then i tried it again and it worked

That hardened layer, if u didn’t know, is actually there to prevent the shadows from shattering during shipping. Elf cosmetics said that in their Instagram about their products but I’m not sure that’s what all companies do. That’s just what I’m assuming.
