Meaning of pro-tem speaker
Pro-tem is a Latin phrase which translates to 'for the time being' in English and so the pro-tem speaker is a temporary speaker appointed for a limited period of time to conduct the works in Lok Sabha or in state legislatures.
Pro-tem speaker is chosen for the conduct of the house when the Lok Sabha and legislative assemblies have been elected and the vote for the speaker and deputy speaker has not taken place.
Who selects the pro-tem speaker?
A pro-tem speaker is chosen with the agreement of the members of the Lok Sabha and legislative assembly. Usually, the senior-most member of the house is selected for the post, who then carries on the activities until the permanent speaker is chosen.
Duties of the pro-tem speaker
The main duty of the pro-tem speaker is to administer the oath of office to new members of the house. He also enables the House to elect the new speaker.
Once the new speaker is elected, the office of the pro-tem speaker ceases to exist. He also administers the floor test.

Protem speaker primary functions-
Administering oath to the newly elected members of a state legislative assembly or lok sabha.
Administering the proceedings of the house for electing new bona fide speaker of the house.
In case of a hung assembly and party with no clear majority proceedings of floor test overseen by Protem speaker.
Appointed by Governor/President and as convention senior most elected MLA/MP is chosen but party with single largest number of seats has parted sometimes with this convention.

Sir, please clear my doubts. It was the governor who called for a floor test, and not The Supreme Court. However the SC did prepone the floor test, and it was not 24 hrs, but 3 days I guess. Correct me, if I am wrong!
