This is a very old-fashioned (limited) way of writing for the instrument. Also look at Italian 20th century composers, Vlad, Pizzetti, as they are also very expressive.

I love harp and composed for this instrument a number of pieces. In the dynamic pianissimo harp can sound clear, subtle, graceful, refined, and mysterious as well. This has been demonstrated repeatedly in works by Claude Debussy, Maurice Ravel, Benjamin Britten, and Igor Stravinsky. However, your advice would be appropriate to address to some harpists, who don’t quite know this quiet nuance. 2. Thanks for advice to study music by mentioned composers! I‘ll take a look at them. 3.
