It means no form of insult or degrading. It simply means neighbourhood or Area. Most cases here in United Kingdom people ask you "are you local?" or "Is your T-shirt Local?" H/She is simply asking if you live within or If your t-shirt is Uk made or imported. I love the flow. Nice Interview still.
