He is moving because he knows the kata and is protecting himself in the training. The attacker cannot actually see what is happening in the moment and would be committed to the cut. If by chance the cut was not effective and he tried to attack again a similar foot displacement movement would be used, to the right this time, to both displace and neutralize his re-attack.
