Yes just less as possible, if let too much out, than need to increase pressure again.

Im running -2 psi on r600a but it is still makin an ice on suction line …
Can remove the freon with the compressor running ? Wont it sucking the air into the systems ? Should i turn off first then release the freon ?

You can released freon from refrigerator even in running condition till to zero psi.
