Completely dry, I find an air blower such as our blameless fan helps speed it up!!

Can this be also for clients without lash extensions on? And also does every lash tech have their way of cleansing and priming their clients lashes

You can use the Lash Bath with or without extensions no problem! :) Every artist will find what works best for them, but the main steps should be the same.
