You can only have 3 rune types total. So if you take a blood rune then you can no longer have triple frost runes offered. Or if you take one of each type early then no double rune cards will be offered at all!
Hard to say exactly. We are pretty high up the NA leaderboard despite retiring quite a few runs at the start of the meta (6.9). Were quite a bit over 7 in the last few weeks. It does seem like a good meta for me.
