At the end of level 11 you click on the rocks directly under the road to the right of the bridge.They crumble, the guard truck wakes up and leaves his place, and the minicar turns up where the truck was standing.

The minicar in level 10 is in the box right where you started. Move the roof thing there and burst fire on it. The box burns down and the car appears out of it.
