The unit of HP was established by Americans (which can already explain a lot) that kept measuring the power of one horse over and over again, not realizing that the horse can get tired
The almost dead tired horse kept producing less and less force by time, which of course effected the whole measuring, but the Yanks didn't seem to mind that, so they just rounded it up and called it a day
Also it depends on the breed of the horse, so that's why some horses can produce up to 23 HP by themselves
The truth is the exact opposite. 1hp is the average power output of a horse. Not its utmost maximum power -- the amount of force you can expect to get from a horse for hours on end.
