I think they thought it would be too confusing for kids. They called it "The Bat embargo". That's why the Legion of Doom has no Bat-villains, and why "Double Date" has Green Arrow and the Question in it (it was originally written as a Birds of Prey episode, with an injured Barbara Gordon calling the shots).

Jerry Robinson created the concept and character of Joker, spent all night trying out designs, Bill Finger pointed out the similarity to The Man Who Laughs, which Robinson had been unaware of until Finger showed him a magazine clipping of Conrad Veidt. We know no more than that, but you can guess that they probably leaned into that influence when refining the character further based off the strong similarity in look. The two collaborated, probably with some minor input from Kane, until they got what you see in Batman #1. That’s a long way of saying these quizzes are all BS anyway and you did a great job on it
