It won't let me talk to the lady

You need to start the mission at the police station by talking to the detective there and then "interacting" with the board that is next to him. Going straight to her house you won't be able to talk to her. Also you will have to do the first 2 detective missions if you have not done so all ready.

I had a hard time hearing it too. Once you start the detective mission for it and talk to the lady and the cat takes off to the trees it is easier to just goto the trees and look for the one that let's you "interact" with it and then just follow the cat from there back to the house. Hope that helps!
