The dogs with tags indeed are vaccinated. I gave a summer home in Turkey close to the city Tekirdag, about one hour away from Istanbul. It's in a kind of closed neighbourhood whith it's own café, park, swimming pool, etc. you have a lot of those dogs walking around and just laying in the park, if you sit down on a bench, they will just come to you for pets.
I love that! The dogs here are so chill and because of the heat you always see them sleeping. It’s nice to see people playing and petting them here as some places they hate dogs
