The Ryzen 5 5500 Processor is a huge bottleneck for the RTX 4070 and the motherboard isn't the best thing for it either because the ASUS Tuf Gaming B450M - PLUS II is PCIe 3 limited and so is the Ryzen 5 5500 CPU, it is a small bottleneck for GPU performance you can look at some videos about it if need be. Also i let the Ryzen Master software auto overclock the CPU and it put the max frequency of the processor at 4.35 GHz.
Thinking about returning my 4070 ti super, it somehow gets 70 fps on islands... my CPU is the i7 9700k, You'd think Id be getting better framerate? Feels identical to the 1080ti I replaced it with.
Well if your gpu is 50% that can only really be the cpu limiting it. 650w should be just about enough, 40 series cards don't require all that much anymore compared to 30 series cards. I'd say you need a better cpu but that would mean a new motherboard aswell. Or just play at 4k on your tv that's also a choice.
You could try and run games at higher resolution to see if the the wattage rises. Use DSR in your nvidia control panel or if you have a 4k tv use that.

sounds like a cpu swap is a better idea, did you check what the gpu usage is ?
