no he is not, he is not mentally or physically stable and he is not capable of taking mario down once and for all. so, he has technically given up, and has accepted his fate, which explains why he took a long time to come back when mario shot bowser up in the air (the 2nd hit I think.). btw, if u haven't realised, bowser and the dragon are actually both dragons. (I think so. I don't know for sure, but I think that Bowser is a dragon, but... idk for sure yet, and I also just realised that dragons have wings, soo... idk. Its what I think...)
