Can the DAC analog voltage output vary in relation to the digital pulse frequency? For example to read the pulse frequency on an analog meter. Low number of pulses per second = low voltage output. Higher number of pluses per second = higher voltage output. Thank you very much.

Yes that is exactly it is . As the duty cycle changes you get different voltage at the output.

how to make DAC 12 volt output ?
Use opamp at output which has linear characteristics and have a fixed gain like 2x or 2.5x and you get it

your system has issue then. I have tested it and just did it again. Fully HD no issue.
