Not really, Frieren herself have admitted that she is not a very good mage when it comes to combat, she is a peaceful mage and only uses force when needed, while yes, she can outmatch almost every mage in the anime so far, that's only because of her sheer amount of mana and knowledge of spells, also, as Series said, she spent 1000 years doing nothing but collect "useless" spells, so must of her arsenal are things like "clean rust out of bronze" or "change the flavor of grapes, so if there's a good chance a good many mages can make her go serious in combat
But if you only compare the sheer amount of mana and knowledge, Series can definitely make Frieren go serious, not only she has more mana (her suppressed mana is comparable to Frieren released mana) but she has way more knowledge in combat magic, so yeah there's at least one other mage that can beat the living shit out of Frieren without breaking a sweat
