This theory only relies on the fact that both are girls and own/owned a Jessie doll. The thing is, there is very obviously more than one of a toy, the only exception being Woody. It's confirmed that the Woody from Toy Story is the only one that exists in that universe, there are multiples of Jessie, however. So it is most likely that Boo had a Jessie doll of her own.

The only evidence is that both own a Jessie doll but there's more than one of those, so they both just had their own.
