In winter, Empress Wu decrees that the peonies must bloom, but Ruiyu, the flower maiden in charge of caring for the peonies, insists on protecting their blooming period and refuses to let them bloom out of season. As a result, Empress Wu banishes her to Luoyang. On her way into exile, Ruiyu unintentionally obtains evidence of a rebellion plot by Wu Chengsi and is pursued by Wu's men.
