Waray is Bisaya too. You're confusing CEBUANO with BISAYA. Bisaya refers to the closely related VISAYAN peoples who speak the generally mutually-intelligible Visayan languages, they include: Cebuano, Hiligaynon, Waray, Butuanon, Surigaonon, Capiznon, Aklanon, Masbatenyo, Malaynon, Karay-a, Cuyonon, Caluyanon, Asi, Romblomanon, Porohanon, etc.
Tausug as well are technically Bisaya, and are closely related to the Butuanon and Kagay-anon people of Northern Mindanao. But since they converted to Islam in the 14th century, they don't usually group themselves with the other Visayans.
Bikol is also closely related to Visayan, though they themselves are not Visayans.
Western Visayas except Aklan are Hiligaynon also refer as Ilonggo. Central Visayas are Cebuanos. While Eastern Visayas are mostly Waray.
While in Mindanao, the christian settlers and some lumads are using Cebuano as their dialect/language. While Moros or Muslim Tribe have different language and dialects and usually not referred as Bisaya or Cebuano.
Basically, Bisaya are group of people living in the Visayas region and are categorized into 3 main groups based on their language which are Hiligaynon (Ilonggo), Sugboanon (Cebuano) and Waray (Samar)

All jokes and memes aside though, kailangan talagang maging pantay-pantay ang pagtingin, paggamit, pagprotekta at pagpreserba, at pagtuturo ng lahat ng mga wika at kultura sa Pilipinas, mapasaang isla o rehiyon man yan sa Luzon, Visayas at Mindanao. For starters, hindi maaaring ang Tagalog lang ang ituring na wikang Filipino o basehan ng "national language", may Ingles at Espanyol naman na napakalaki ang impluwensya at role sa kasaysayan, kultura, pagkakakilanlan ng Pilipinas na pwedeng maging "lingua franca" national languages. Lahat ng mga wikang Filipino, Tagalog, Bisaya, Hiligaynon, Waray, Ilokano, Chavacano, Kapampangan, etc. ay magamit sana at mapayabong pa in their respective localities. Gawing official languages sa mga siyudad at probinsya kung saan sila ginagamit at nagmula (ex. Kapampangan ang official language ng Pampanga) at nang maituro rin sa mga lokal na paaralan at unibersidad, gamitin sa trabaho at gobyerno, sa telebisyon at media, etc. Walang unity at di magkakaintindihan? Lingua franca naman ang Ingles at Espanyol, malaki at mahalagang parte na rin ang implikasyon ng dalawang wika sa identidad ng Filipino. Pwede ring gamitin at ituro ang Tagalog at Bisaya bilang "special Filipino languages of national importance", dahil nga ang dalawa ay ang pinakamalaking mga wika na maraming speakers sa bansa, pero magiging pantay at patas pa rin ang bawat lengua at cultura. How will this help or do anything good? Simple, this will aid the decentralization and localization of the country, facilitate representationalism, speed up growth and development in the countryside and provinces and cities outside Manila, ensure greater autonomy and more effective governance and service in a regional level, and celebrate and preserve diversity and inclusion in the Philippines. No one will be left behind, sama-sama at sabay-sabay ang pag-unlad kung mabubuwag ang Tagalog-focused culture at Manila-centric governance at mapapalitan ng lokalismo at representational system.

The same Yankees that brainwashed us into antagonizing Spanish rule, which, all abuses and atrocities by irresponsible colonial leaders combined, was still dwarfed by the amount of wrongs done by America. And yet we worship them and place them in pedestals like wtf is this not colonial mentality instead? Rejecting Spanish as a language just because we are taught the Padre Damaso Leyenda Negra misconceptions in our education system is basically spitting on Dr. Rizal's face, and the struggles of the Propagandista Movement to ensure Philippine autonomy and acknowledgement throughout Hispanidad, our extended family. Spitting on the face of Aguinaldo (like our Hispanic heritage, another victim of Americanized mentality) and the Republica Filipina, First Republic, the foundation of our modern-day Philippine Republic, who designated Spanish as LINGUA FRANCA amongst the many regions and groups within the Philippines. If anything, it's actually the Spanish that held our tribalist asses together across the islands and ensured the preservation of local languages and cultures through various documents, decrees, etc. A document written in Spanish proved to be very important to Filipino society and history and culture that when Jose Rizal found it, who is fluent in Spanish and a native speaker (so ew Espanyol, ew Rizal lol), corrected a lot of prejudice and mistakes in this document. Rizal can do this because he knows Spanish. 300+ years worth of our history, heritage, cultures and languages, customs and government and society from pre-colonial to Spanish times, art and science, architecture, religion and politics, way of life, clothing and cuisine, homes and communities, basically everything Filipino written and spoken in Spanish. Our Filipino ancestors for 300+ years, and even extending towards American occupation and post-WW2, spoke, and cried, prayed and repented, sang and cursed, wrote and read, was taught and transmitted to their children in turn, in Spanish and we condemn them, reject them and denounce them just because we have been told by the Americans shit and that we don't want to have "colonial minds" when we want to be nationalistic. And what kind of "nationalism" could that be? Tagalistas flexing their superiority complex and championing their unitary Manila-centric system? Where all other ethno-linguistic groups and regional/local governments and communities can just rot and silently become subservient to Manila culture and system? No way! Almost much of Hispanic Philippines buried under the archives and recorded in old papers that we don't care about anymore because the Yankees wanted us to think this way. Dividing us by forgetting our beautiful diversity and the unity that glued us together. For as long as the Philippines as a geo-political society with a united government and identity had existed, we have always been both Hispanic and celebrate our various unique cultures and languages. Each having a unique society but all the same sharing the same Filipino name. All of this will be for nothing with us remaining in the same unitary system. Relearning and reusing Spanish, alongside English, at a national level, will HELP US reclaim our past stolen and deprived from us, a past we know so little about and even warped and twisted, as well as to correct wrongs and prejudice about us throughout history. That through Spnaish, we have been so connected with the world ever since Spanish rule, commercially and economically, socially and culturally, politically and diplomatically. And if we reopen ourselves to this integral and essential part of our our history, if we rediscover this huge huge chunk of our Filipino identity,it's GIANT MISSING PIECE (that's 300+ years simplified and reduced to just the weak of Magellan bad, Damaso bad, Tagalog pambansang wika, Baybayin nasyonalismo) that we have unfairly judged based on preconceived misconceptions courtesy of Amerikanos (so Hispanophobia and Leyenda Negra are ideals that actually confirm to the Imperialist US narrative, therefore subscribing to the miseducation of the Filipino by Colonials). So instead of jumping immediately to conclusions based on the chismis of conspiracy theorists, the miseducation from our schools and textbooks that follows the formula of "Magellan and Damaso bad" (imagine basing your entire understanding of history and heritage, language and culture, and Filipino identity to a fictional character from a fictional political novel) , I suggest you do more reading and analyzing. Do more searching I guess and enlighten tahr "nationalism" of yours. And maybe, hopefully, if more and more of Filipinos like you will take the time to relearn and reconsider, to claim our past and correct all wrongs through this knowledge (as Rizal did), Filipinos will finally reconcile with our past, fix our present, and rebuild our country's future together, with the larger Hispanic community (our brothers and sisters) and the world at large.
