I have investigated such matters in past. In my experience, in such cases everybody knows the reality but it's difficult to collect money trails and other hard proofs.

It all seems absurd to me. It's like arresting the PM for giving incentives to the foreign companies for setting up their shop in India.
It would not be totally absurd if it was recommended by the cabinet and passed by assembly.
