This is why most settlements reflect a 1% or lower reflection of the true economic loss, it think we have to remember that in amidst of the urbanisation of maori policies era that the govt intentionally crashed the local economys of thriving Maori communities so Maori could be forced to moved into cities to provide a cheap labour work force so this has been happening fairly recently in our history plus what happened in the 1960s. So the settlements aren't that horrific when you consider that Maori have been exceptionally patient and willing to compromise in terms of monetary value - we also have to deal with on going abuse in regards to our customary rights that were upheld in settlements by others. Maori sold 92% of their land (not stolen) after signing the ToW The land sales are all recorded by the Native Land Court with the documents still existing to day. Some land was confiscated due to a minority of maori going to war with the NZ Government, after signing the ToW, and losing. Some of the confiscated land was from tribes that were not involved in the war. This land was largely returned and maori were compensated so stop complaining. Finally, Queen Elizabeth does not make laws in NZ, Parliament does.
