Jaise Patna me zyada urban people population zyada hai,iska matlab ye nahi ki lowest rural population bhi patna hoga. Agar 100 me 90 log patna me urban hai aur 10 rural hai...aur samastipur pur me 10 me 9 log urban hai aur 1 person rural hai to lowest rural population samastipur ka hoga Naa ke Patna.
